APPRAISER II-DENVER METRO
DESCRIPTION OF JOB:
This position works for the Right of Way Unit in Region 1 and will provide appraisal and
appraisal review services in support of CDOT projects as well as projects implemented by
other governmental agencies. The Appraiser II position will serve as an advisor and
designated expert for the Region office in property appraisal, including performing
appraisals, performing review appraisals, contracting for appraisal services, and providing
valuation support for appraisal waivers.
Major duties and responsibilities include, but are not limited to:
Appraisals
Perform appraisals and prepare appraisal reports to be used for the acquisition of
real estate interests This, under the exercise of the power of eminent domain,
required for transportation related projects;
Perform appraisals and prepare appraisal reports to be used for the sale, exchange
or lease of CDOT owned properties;
Initiate in-depth research studies by collecting, verifying, and reporting data deemed
necessary for the valuation of subject properties;
Perform highest and best use analyses for all valuation assignments which form the
basis for selection of comparable properties in the cost, sales comparison and income
approaches to value;
Physically inspect and analyze all appraisal projects including rural, agricultural,
mountain, suburban, industrial, publicly-owned, and commercial properties;
Appraisal review services
Review all submitted property owner appraisals for proposed project acquisitions and
all Local Public Agency submitted appraisals, completing and signing fair market
value and appraisal review reports;
Monitor documents for compliance with CDOT, State of Colorado and Federal
requirements, including physical inspection of projects;
Produce written reports describing the reviewer's conclusions regarding the appraisal
report's level of adequacy of the appraisal process, the reasonableness of the
conclusions reached, and the compliance levels required;
Appraisal Consultant Management
Employ methods, rules, regulations, and negotiation techniques to secure required
appraisal services with independent fee appraisal contractors in compliance with
Procurement Department requirements;
Coordinate with CDOT purchasing unit to create and finalize all contracting
documentation;
Negotiate final fees for contract appraisals on projects;
Complete consultant evaluation forms for contract appraisal services;
Appraisal advise and support for the Regional offices and internal and external
customers;
Regional expert on appraisal and appraisal review functions, quality assurance,
training, developing and coordinating policy and procedures with Region
personnel
Serve as consultant and adviser to the Region office providing input to resolve
question relative to property valuation issues;
Review, evaluate and participate in determining the scope, correctness and
thoroughness of project appraisal issues;
Attend Scoping, Field Inspection Review, Final Office Review and Right-of-Way Plan
Review meetings with engineers and other specialty units;
Other job duties as assigned.
Work Environment:
Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
Approximately 20% spent in the field, 80% spent in the office
Travel required during work hours throughout Metro Denver/Front Range
Occasional overnight travel 1-3 times a year throughout Colorado
Required to operate CDOT vehicles
Willing and able to work in all areas of Region 1, compromising of metro, rural, and
mountain terrains, including climbing to some areas
Required to work near heavy traffic areas
